setup.exe is not a valid win32 application

I have a program that I am trying to install from a CD
after the FBA. When I run the setup program I get:

setup.exe is not a valid win32 application

The setup.exe runs fine under XP Professional.

How can I figure out if I am missing a component that this
program needs?

The setup application is probably a 16-bit application. You need to add the
"Dos Windows on Windows Support" component to your embedded image.
