Which sfwr best for organizing photos on Win98 Machine?

I want to be able to attach multiple key-word labels my .jpg image files
so that I can quickly pull-up and view those images meeting varying
criteria. I do not want to have to create multiple copies of each image
or have to move the files into new directories.

I understand that to do this I need a program than can add, read and
edit various picture "metadata" formats as well as retrieve the images
based on "metadata" content. I want a program that actually attaches
the "metadata" to the .jpg image file, so the descriptive data travels
with the image as opposed to a program that merely compiles an index and
directory of .jpg images.

I would buy Adobe Photoshop Album 2.0 as it supposedly does what I want,
but it seems incompatible with my machine running WIN98SE. Adobe
indicates it requies WIN ME, WIN 2000, WIN XP.

What program WIN98 compatible program is best for organizing
photographic images?

Why would you ask about 98 in an XP group. XP (and 2000) has it's own metadata abilities that applies to any file.
