shared fax on xphome

I have a 2003 server with the fax server installed
an external USR 56k fax/modem, shared
several xphome computers accessing the server through a
workgroup
my 98/2000 machines access the fax beautifully
the xphome say they have installed the fax, but when I try
to send a fax or install the faxclient from the server it
pops up an error telling me i need to install fax services
in the os. i have them installed, have tried
uninstalling/reinstalling several times, no change. the
drivers are the newest ones available.

Any suggestions? I SO appreciate any advice.
