Sharing Applications with other User Accounts

Default Sharing Applications with other User Accounts

Dear Friends,
I have bought a HP Computer for the family (six kids).
Running HomeEditonXP
I gave everyone a user account.
Some of the applications I have installed are not
available for
other user accounts. I don't understand why.

1. How can I make the applications available for some or
for all?
2. How can I restrict specific applications to some user
accounts?
