Sharing programs with limited users.

I purchased a new computer with Windows XP installed. I
an able to create "limited user" accounts for my family,
but have been unsuccessful in sharing programs with the
limited users.

Also, I'm particularly frustrated that the limited users
can not access internet via "Internet Explorer".
However, limited users can access internet when
running "Live update" for Norton Antivirus. If I change
limited user account to "admistrator" status, then they
can successfully use IE.

I can't tell you how much your help will be appreciated.
