Shortcut keys

Inside a shortcut in the "Shortcut Key" box, I can enter
a key combination that invokes the shortcut. But I
cannot do this unless the shortcut is on the Desktop.
Where is this behavior about the shortcut needing to be
on the Desktop documented? And if I move a working
shortcut from the Desktop to another folder, the shortcut
key sequence immediately stops working. I would like to
find documnetation for this behavior, or maybe a setting
in Windows is very wrong?

Shortcut keys

In Windows XP can you disable the shortcut keys? In an
application (Quicksolver) I want to ctrl-alt-I, to do
something and nothing happens. Someone told me I have to
disable Windows Shortcut keys.
