Should i Install 64 bit RC1 to a twin xeon 1.7 box

I have a dual xeon 1.7 with 1GB of Ram available

Am i better off installing Vista RC1 64 bit to it. or will I be better off
with x86 builds.

Its a developer box i need to run SQL2005 and Vista Team developer on it
together wit the usual Office(2007 beta) and IIS as localhost

I ask because x86 is not runing very well on the box and setup took ages ...

Better off for what? It is pre-release software which you should not be
using for production or primary home use, so it does not matter from the
standpoint as a user. Since you will be looking for issues to report to MS
or evaluating how your own software fares under Vista, try either or both.
It would be more helpful to MS if you evaluated x64 since the installed x64
testing base is far smaller than it is for x86 and x64 reports would be much
liklier to be useful.
