Shut Down Button

Why won't MS give us a shutdown and/or restart button quickly accessible.

Maybe there is a way to change this. If so someone tell me.

I have to hit the window button, click the little right pointing arrow next
to the lock button and then a menu to shut down and restart and other things
is there.

Why not have a little button right next to the Window button that I can made
do any of those things. I would put the restart button there since I can
use my power button as a shut down. But why or why??
