slow connection to programs

here is what has occured- CS:S recieved fragment out of order 1/101 many
times cant actually play game. battlefield 2142 all punkbuster errors. i
can ping the router at <1ms but when i ping websites they are up above 200 ms
brand new computer. started happening out of the box. Friends in house
working fine tried their cable and their outlet with no avail. updated most
of my drivers but new computer so not sure how relevent. cant be hardware or
router speed would be slow. shouldnt be software has happened since the
beginning. Have nvidea drivers seen there were problems with them but not
sure if any are around now. i have been working on this for about a week now
also trying to get ouside help from networking people and they have no idea
what it can be. any help would be greatly appreciated.

I've played both CSS and CS 1.6, as well as hours of BF2142. So they should
all work and work fine.

First you'll want to double check you're firewall settings and maybe turn
the firewall off to figure out if it's the problem. Also, some Anti-virus
programs or other Internet Security programs also cause problems. For a easy
check, turn them all off.

Make sure you run BF2142 as Administrator, else PunkBuster can't do it's
updates and checks

Either you have a flaky network card or you've got something blocking and
slowing down your ports.

Thanks for the imput ive already tried turning off the firewall and that
didnt work. Dont think its the network card or the router woulnt connect at
a good speed not running any securtiy programs. also one last thing 90% of
my internet connection goes through port 80 dont know if thats normal or not.

Well, a user over in the general forums was sure his network card was fine,
he's problem was that it would take up to 5 mins for Vista and that network
to get an IP address from the router, from there it "appeared" to work fine.
But after replacing the network card all was well and he found their was an
issue with that card and not just with Vista.

How do you know that 90% of your network traffic is going through port 80.
It's not normal, as BF2142 wants to use Port 16535 and I'm sure Steam\CSS
uses their own ports. Are you using some kinds of HTTP Proxy to get traffic
through a firewall ?

Is it safe to assume that whatever config you have works under XP, but
doesn't work under Vista ?

Its a new computer came with vista so was not supposed to run under xp i am
using ethereal to see what ports are being run on have not tried running any
games recently just the internet. also takes about 5 seconds to get an IP.
