Snap-To Button Option in Windows Mail not Working

Enabling the presumably global option in Vista of Automatically Snap Cursor
to Default Dialog doesn't seem to invoke this handy property in Windows
Mail. I'm familiar with other presumably non-Windows compliant applications
(WordPerfect) in XP where this anomaly exists and have learned to live with
it, but I hope Microsoft repairs this oversight so that at all applications
can take advantage of this handy feature. I have sent a feedback note from
the Feedback icon on the default Vista desktop.
