Sound Effects Manager

Ive just recently got my windows xp computer and
especially enjoyed the way you could change the way a
music file sounded ie padded cell , mountains, hangar etc
etc but now I cant find this device any where on the
system! My system tray still has the Sound Manager icon
but when clicked it does nothing. Any advice would be
appreciated this is driving me nuts!
