Sound quality Question... Windows Bad, Music Good

I apologize if this isn't the right group for this question...

I'm having problems with the sound quality of all Windows sounds and when I
try to play audio files on the internet. I have to turn it up very loud to
hear and there is a lot of static. Funny thing is, my music files and CDs
play just fine in Itunes. I haven't tried Windows Media Player (this is my
home computer and I'm not there at the moment) but I'm guessing it would be
fine. Any ideas why I have good audio with some applications but not others?
