Look at the header of the offending SPAM, there should be an address in
there for reporting SPAM, usually beginning with ABUSE or similar. You will
need to send a full copy of the mail including it's header to the ISP in
questions.

Some spammers fake their sending address so there's not a lot you can do
about those. In fact, these days it's pretty much a waste of time as the
ISP are unlikely to do anything about it... Just block the sender...

Press Ctrl-F3 to see the whole message with full headers. In that
window, press Ctrl-A to selct all, the Ctrl-C to copy it.

Paste (Ctrl-V) into the body of a new E-mail message. Look in the
headers of what you've pasted for a line beginning
X-Complaints-To: and address your E-mail message to what you find
there.
