Speech Recognizer not available..

In my vista installation I could load Speech Recognizer. I also cannot
enable text-to-speech feature.

I've installed vista on a partition. My original OS is XP Home and speech
recognition works fine in xp.

Not sure why it's not enabled in vista..... any suggestions? Can i download
speech recognizer?
