Speed up a video without trimming the clip or using speed up fx?

Is there any way to edit the duration to make a video shorter without
trimming the clip and avoiding using the extreme speed up video effect?
Something similar to adjusting the playback speed in Windows Media Player
perhaps?
(It's a shame that there isn't a scrollbar to adjust the clip speed like
there is when watching videos in Windows Media Player)
