a while back i went into msconig and disabled spoolsv.exe
now i need to reenable it and its not showing up in the
menu. how do i reenable this.

I can't delete a print job in the printer queue and now
the SPOOLSV.exe is taking 100% of my CPU. How do I stop
this from happening??

If the printer can be connected to USB see if that helps the CPU utilization

to delete the print job

It's the print spooler... and the usual way is to uninstall the printer,
check for updated drivers at the manufacturer's website and then reinstall
correctly.
