Startup Folder Delay

When my Windows XP boots up at the login screen if I do
not wait at least 10 seconds my Network Connection
application does
not initiate. If I pause for a few seconds before logging
in all my programs in my Startup folder work just fine.
Is there a way to pause the Startup Folder initiation.
I thought of creating a batch file in the startup with a
sleep of 10 seconds to delay the Network Connection
initiation but I cannot figure out the run command to
kick off my network connection.
Please help
