Is there a way to set up windows XP so that a password
must be entered whenever the computer is turned on?

Trevor;
Check your motherboard manual or contact the computer manufacturer for
a BIOS password information.

Or if you mean the profiles, go to User Accounts in Control Panel,
select a user and the option to Create a password.
Do not forget to password the default Administrator
Reboot tapping F8 each second.
Select Safe Mode at the menu.
Select Administrator.
Go to User Accounts and set the password.

Startup password

For the first time ever, we received a popup box upon
startup informing us that our passowrd would expire in 13
days. We were given the option to reset the password.
We've never set up a password in the first place and are
worried that our computer will no longer work in 13
days. Any advice?

You should set a password. This new password will
then start the expiration count all over, and when it gets
too old you will do this all over again.

This is a recommended practice.
Using no password at all can be hazardous.

If you insist on no password you may set the Password
never expires property on the account, or disable password
aging entirely (well, at least on Pro you may do either of
these - not sure about Home).
