Strange problems when using 3rd party applications

When copying files using tools like Total Commander and others, it seem like I get some caching issues and strange behaviour when
copying files over 22ms 20mbit line.

The client is Vista and the receiving is a Windows 2008 SP1 Server.

It initially starts copying like 50% of the files then it just hangs or lags and never reaches its end.

Do Microsoft know about this behavior? I guess this is related to other 3rd party programs, as they all use the Win32 API I guess.
