sysprep, dflt user, wallpaper and themes

I am imaging xp pro sp1 system and have a custom theme with custom wallpaper
set for that theme. I have updated the default profile with the custom theme
and wallpaper and tested prior to sysprep to see if a new login will get the
custome theme applied and it works ok.

After sysprep reseal, a new user loading the default profile doesn't fully
load the custom theme. Sounds and other settings are set by the theme, but
the wallpaper will not load. If go into properties for the wallpaper it shows
the correct custom wallpaper and if i click ok it will then load the correct
wallpaper.

How do I get it to load this properly for all logins?

My custom wallpaper is a jpg in the c:\windows\web\wallpaper folder.
