SYSTEM RESTORE - Nothing happens!

My Norton AV needed to be deleted and reinstalled. I
tried to do a SYSTEM RESTORE from the ACCESSORIES/SYSTEM
TOOLS location. Thye window comes up but after I select
the restore point and hit NEXT, nothing happens - it just
sits there. I also tried it from the MSCONFIG file and it
does exactly the same thing. I then tried to do in SAFE
MODE but it SAFE MODE won't open, it says INSUFFICIENT
RESOURCES and it sits there with a black screen with only
the cursor on it. Then rebooted and let it open normally.
I got the INSUFFICIENT RESOURCES message but the desktop
opened anyway though it will not let me do a SYSTEM
RESTORE (same action as before).

I running an X86 2.4G with 1.0 G of RAM.

Help, please!
