Taskbar Autohide lockup

Even though I have the Autohide option selected, the
taskbar will frequently lock in the display position. I
have to uncheck autohide, apply, and recheck it. When I
hit apply, the screen jumps up & down like it was trying
to play all the hide/display transitions it made since it
locked up. Any suggestions?
