Taskmgr.exe wil not launch?

I have a PC that will not run "taskmgr.exe" if you try to
run it manually or if you CTL+ALT+DEL "task Manager"
either way results in no action, No error, nothing. I
have reinstalled SP1 and that seems to have no effect. PC
is IBM T30 XP Pro, 512 MB RAM Custome image(not IBM's SW
Load) Other PC's useing the same image are functioning
correctly. any Ideas?

Please try...
w32.spybot worm disables NAV, Msconfig, Regedit and Task Manager:

Try this to:

Rename regedit.exe to regedit.com then:

Download then Merge the edit on line 251 then delete all the files mentioned
in the above link.
