TCP/IP config on XP Pro

How do you configure TCP/IP on an XP Pro PC to allow a
satic public IP address for remote access (VPN)and also
allow an application on the XP Pro PC to be shared by
another PC (XP Home) on same LAN. A Linksys router
connects the the two PC's on the LAN.
