telnet server flow control

I configured a telnet server in my SP2 build. I telnet'd to the device from
an XP Pro box using the Windows telnet client. I did a "dir /b/on
c:\windows\system32" command and despite a deep scroll buffer I only see 23
file names starting with "winspool.drv." Is there any reason why I should
not expect this to work better?
