Temp files keep appearing in Temp folder

Question for Win98 OS

Working on a friends OS Win98 machine, I noticed in the
C:\Windows\Temp folder it is continuously creating temp
files to the tune of (example = WK_1241.tmp, etc). Are we
talking virus? I looked at every possible program on the
machine, see nothing that would cause this.

It is creating them at a rate of one every 60 seconds.
They appear harmless in that they are notepads with zero
bytes.

Anyone have a clue, TIA
