Terminal server license could not be renewed.

I am trying to login from a client using ICA to our
windows 2003 server with metaframe xp on it. I am
receiveing this message in the event log:

The terminal server client DWAYNE has been disconnected
because its license could not be renewed.

Event ID: 1028 Source TErmserve

Not sure why this is happening. Any Ideas?
