How can one get more color schemes using the XP styles? Three is not very
many...
How can I add themes as an administrator so all users will have it listed to
choose?
Is it possible when adding themes to pick areas you want on/off, say fonts,
background, etc. Win98 had that feature, but not sure if it was in
Plus98...
How and where to I add more styles? Will this involve 3rd party ware?

It will involve third party software - all XP Visual Styles need to be
digitally signed by Microsoft, and they aren't offering digital signing as a
service. I have used both StyleXP and WindowBlinds (I'm using WindowBlinds
at the moment) - it's up to you which you prefer.

The theme management tools aren't as robust in XP as they were in the old
Plus pack - I am not aware of a way to take only parts of the theme but not
others.

At this site you will find a free patch to allow Themes other than the
default 3. There are many nice ones to choose from at the site or you can
also vist themesxp.org to more choices.

Please post some information about your setup, what processor and speed, how
much memory and is memory shared with the graphics card as opposed to the
graphics card having its own memory.
