Windows XP is available as

Windows XP Home Edition
Windows XP Professional
Windows XP Tablet PC Edition
Windows XP Media Center Edition 2004
Windows XP 64-bit Edition Version 2003

Of these Windows XP Home and Professional are suitable for your home built
PC.
Since this is a new PC with no existing opertaing system you have a choice
of buying either the Full Retail product or an OEM product.

Both are designed to be installed on a bare hard disk (although the Retail
version can be used as an upgrade)
The OEM edition may not be moved to another PC should you decide to build a
new one and want to remove it from this one and move it. It also does not
have any support from Microsoft - you get that from the provider of the OEM
CD (which must come with some piece of hardware); but you can still use the
Windows Update to get fixes, patches and service packs.

You'll want to make sure you get the full version (not upgrade version) of
either XP Home or XP Professional. You'll only need XP Pro if you want to
connect to a network domain, and it has a few other features, but it's
mainly targeted at business use. Check Microsoft's website to get the
details.
