Third Octave EQ

I'm looking for a third octave equalizer prog.
However, I'm not sure that what I want is possible.
It needs to sit between the player eg zoom, real etc and the soundcard.
That is, it needs to be independent of the player app, but work with
pretty much anything
Does anything like this exist?
Commercial application.
