This device cannot start. (Code 10) nvidia wdm driver

I keep getting a "This device cannot start. (Code 10)."
I've tried removing all video and WDM drivers, removing
and reinstalling the video card. Reinstalling drivers of
various dates. Checking the Windows\System32 directory
and manually deleteing all drivers from my previous ATI
card.

System
Mother Board: BioStar m7vit
Video: MSI FX5600 256MB DDR, VIVO (model 8912)
Video Drivers: 4.4.0.3 and I've tried the 4.5.2.3
WDM Drivers: 2.03 Tried 2.09, 1.26, 1.27, 1.16
Bios: Phoenix-AwardBIOS v6.00PG, Version: VKT400-42302e31
AMD Athlon(tm) XP 2400+
Hard Drive: IBM IC35L030AVER07-0
Mouse: MS Trackball Optical, Driver 4.10.851.0
Windows XP with all the latetest updates (as of 6 Sep 03
at 14:13 EST)
