Time & Date Changing on their own

Hello,
I have a problem with my Windows and this have been happening recently.
Everytime I restart the computer the date and the time changes on its own to
2006 and a random..

Help please!

What does 'restart' mean to you *in this case*?
- Power down the computer and power it on?
- Warm restart - where you tell Windows to restart (power never goes off)?
