Tool Tips color change

I changed some of the RC1 color settings in Advanced Appearance Classic
View - ex, Window background where I type now (Windows Mail) is yellow and
applies to Word, EXCEL, MSN Messenger etc. Fonts, icons resizing work OK as
well. However, Tool Tip color does not show yellow when I change Item/Tool
Tip/ color in same Advanced Appearance/Item.... Color scheme is Windows
Aero.
Is this an issue with RC1 video card drivers (X1600/512MB DRAM w/ ATI RC1
Beta drivers) or a bug in Aero. Same ToolTip color setting works correctly
in XPSP2 w/ same hardware and ATI XP video drivers.
