tooltips/balloons cannot disable!!!

I have tried all of the reg tweaks, manualy and the
automatic editors found on Kelly's site, unchecked
the "show tips" in folder options and no matter what I
do, I cannot get these pop-ups to go away. My Desktop is
hidden and if I "show" it the balloons will not come up
on the desktop, so I know it half works...The problem is
when I hover over my taskbar or my desktop toolbar at the
top of my screen, a yellow block comes up with what
Windows wants it to say, and my web shortcut links in my
desktop toolbar display the URLS and not the name I gave
them. I have deleted all the comments I could find in the
properties, read through a lot of posts and still cannot
find an answer...Someone please help...
