tranactionID files won't delete

Windows XP version) crashing on Windows XP Pro. One step
in resolving the problem is to delete all temporary files
in the %temp% directory. I have a temporary internet
directory with several folders that won't delete. They
all have files with names beginning
with "transactionID=". How can I delete these files and
what are they? Thanks for any help.
I would appreciate a direct response, since I don't come
to this newsgroup often. Thanks
