Turning Listener on/off

I have just installed the Oracle 9i/personal ver 9.2.0
and keep getting a ORA - 12560: TNSrotocol adapter
error. It has been suggested to try turning
the "listener" on in Windows XP Home. Can anyone tell me
how this is done?

you can stop and start the "Oracle..listener" service or
at the command prompt
>lsnrctl stop
