UI consistency

The new format of the "all programs" menu on the start button is probably a
good change. However, if the control panel is set to show a menu instead of
opening from the start menu, it uses the old style flyout menu. It would be
nice if this were consistent with the all programs folder. Same true on any
other flyout type menus.
