That is a rather bland generic error.
Here's some basic steps to get started.

1) Ensure all firewalls are disabled or un-installed during troubleshooting.

2) Ensure there is only one protocol (TCP/IP) in use on both machines (
unless there is a specific reason to have another protocol. )

3) Ensure NetBIOS-over-TCP/IP is enabled on both machines.

4) Go to a command prompt, and type 'ipconfig /all' to determine each
machine's IP address.
Then, try to:

ping <own IP address>
ping <other IP address>
ping <other machine's name>

Report what works, and what doesn't.

Simple file sharing is in: Control Panel>Folder
Options>view (tab) and scroll to the bottom of advanced
settings and untick "Use Simple File Sharing
(recommended)". Can also be reached via Windows
explorer>Tools> Folder Options> View and then scroll as
before.

First use "ipconfig /all" command from command prompt on both computers.
Assume you have " dhcp enabled yes", which means that your adsl router is
giving tcp/ip addresses. And assume also that your ISP provider offers
dynamic addresess. Depending the adsl router, that means that connection
between your computers goes thru your ISP providers computers. And then if
there are firewalls on your computers, your router or ISP providers
computers, there are many good reasons why you cannot see your local
network.

I use also adsl router with two local computers and my ISP provider offers
dynamic addresses. My configuration is such that local computers has static
non routable addresses (192.168.0.1 and 192.168.0.2). Local firewalls
(Norton Internet Security) are configured so that those addresses are
trusted zone. My adsl router is configured to get dynamic address from ISP
and perform dynamic NAPT translation for my local computers. That way local
network is fast (100 MBit). Both computers are visible to internet thru adsl
router with same tcp/ip address (with different port numbers of course).
