I had the same problem. It was because there was an executable tha
running as a Windows Service. I wrote a sample service and left it a
auto start and had totally forgotten about it (it launches when Window
is started). I stopped the service and the directory became deletable
However, this may not be the cause of your problem - make sure ther
are no programs using a dll that is in living in that same folder
