unable to renew the IP address from DHCP; unable to flush ARP cache

I have windows server 2003 enterprise with 2 NICs. One to
local network with 192.168.0.0-255 and the other to the
ISP's cable modem with IP, GW and DNS obtained
automatically.
Routing & remote started with NAT and firewall on the NIC
to ISP.
I don't know way but 1 week agoe (previous stable for 4
months) the ISP started to change the IP almost at every 2
h. Maybe because of my big traffic or maybe they have a
new IP policy. I really don't know.
At every 2 hours the communication stops and connection to
the internet is frozen. Even from the console the internet
connection doesn't work.
If I disable/enable tyhe NIC to ISP or click on repair I
receive the following 2 messages:
unable to renew the IP address from DHCP server
unable to flush ARP cache
then the connection is reestablished in couple of seconds
and the new IP is retrieved and installed. Everything runs
fine for the next 2 hours.
The system is not doing it automatically and it needs my
intervention.
Can you help?
Any idea would be appreciated.

Sounds like you should have a conversation with your ISP.

Don't worry about the ARP cache.
