Uninstalling a USB Device

Ok, I'm the one who had the CDRW Probs which noone bothered to look at supposedly, but since it works on my desktop, let me ask this then: I've tried uninstalling the device when it was hooked up to my laptop by deleting both the device and then the USB Mass Storage Device. But when I hook it up, it never gives me the add hardware button on the taskbar. How come I can't fully uninstall it?

also, on my desktop, which does not have SP1 if it matters, on add new hardware, it identified it as a usb 2.0 optical drive, but on my laptop it didn't. Any possible reason?
