USB 2.0 not working for me - Please Help!

Hey guys,

I need help, I hope someone can help me.

I bought a new hard disk and put it with a hard disk enclosure (USB
2.0) and also bought a USB 2.0 PCI card.

There doesn't seem to be any problem except that the hard disl doesn't
appear in My Computer at all.

If I unplug, then replug I get the message "HI-SPEED USB Device
Plugged into a non-HI-Speed USB Hub".

I've searched the web for solutions. Firstly it suggested I download
XP SP1 which apparently solves the problem. It didn't.

Then, I went through the Windows trouble shooter. Unplugged,
replugged, uninstalled, installed, swapped ports, etc. Still nothing.

Then, I uninstalled all USB devices, hubs, controllers, devices, etc.
and rebooted and watched them all reinstall. Still nothing.

For your information, this is how device manager shows it:

Please, any other suggestions!
