USB device

When my pc is inserted with a USB flash drive, the pc does not boot up and
stuck unless I change the boot sequence from USB device->DVD drive->hard
disk to DVD drive->Hard disk->USB device. What does the system look for as
the USB flash drive is not a bootable one? In general, it should skip to
DVD drive and skip to hard disk if there is no bootable disk in DVD drive.
Is it a hardware issue or OS issue or bios issue? Your guidance is
appreciated.

If you have access to another computer you could try booting that
machine with the USB stick plugged in. If it boots with no problem
that would point to a BIOS problem on your machine. You might also
try examining the USB stick with Disk Manager after you boot up, to
see if there is something unusual about its partition table.

USB Device

If I connect a new universal serial bus (USB) device to a USB 2.0 hub on a
computer, the computer does not detect the USB device.
Additionally, other USB devices that are already connected to the computer
stop functioning, and I have to restart the computer to detect the USB
devices. If the USB device is already installed on start, I have no problem.
The Legacy USB Support is disabled.

Check these troubleshooting steps for possible solution:

Those steps are what HP posted for their customers having similar issues.
