usb driver overloaded?

Epsom Printer, wacom tablet and headphones are my only USB connections

If the comp. is powered up/re-booted while the printer is turned on, the
tablet and the mouse, (connected to the "mouse" connection, not a usb
connection) do not work, in fact they fail to show up in the device panel. If
however the printer is not powered up and the comp. is turned on\re-booted
and THEN the printer is turned on, there seems to be no problem at all.

of course the solution is to always keep the printer turned off before
booting but I can't help thinking this is only a small part of a larger
problem that hasn't surfaced yet, anyone else having a similar experience or
better yet a solution?
