USB problem with rundll32.exe update verification

I have a problem when installing a USB modem and an USB-to-
serial converter.

The "new hardware found" do popup but it hang there.

I have found out that it's because the firewall is
blocking the rundll32.exe from connecting to the internet.

Is there a way (registry / modification to driver .inf
files / patch / etc...) to stop WinXP from trying to
connect to the internet with that rundll32.exe ?

We don't want to tell our clients to unplug their network
cable to install our new product (just not logical).
