user permission issue - "search" capability

We have a user (using Windows XP Prof) that want's to have
the "search" capability option while tied into our Windows
NT 4.0 domain. The individual is a standard user with no
network policies that would effect her profile. Setup as
an administrator on the local machine and logged in
locally, the individual has this access, but does not when
logged into domain. Any suggestions?
