User Profiles each with different startup programs launching

I want to create a user profile where very little loads on
startup. When I used MSCONFIG inside that profile (it's
in the Admin Group now), to uncheck the vast majority of
utilities, helpers, etc., saved, logged out and logged
back in under a different profile (not in the admin
group), the msconfig changes I made carried over into the
other profile and I saw the popup window talking about
selective startup versus normal startup yadayadayada.
How can I create different startup environments for
different user profiles?
