Default Users do not have permision to change

You need to have Administrative privileges to fix this.
After signing on as an Administrator, open the computer
management snap-in. Under system tools, select Local
Users and Groups, then select Users. Find the user that
you want to change, right-click on their name, and select
properties. On the general tab of the User Properties,
make sure User cannot change password is unchecked.

If this isn't the case, then you need to go into the
Group Policy snap-in, expand Local Computer Policy, under
Computer Configuration expand Windows Settings, expand
Security Settings, expand Account Policies, and then
click Password Policy and check the Minumum Password
Age. The value entered is the number of days a user must
wait before changing the password.

Hope this helps

Default Users do not have permision to change

Thanks for help.

Users are network user and they are not registered as
local users.
Minimum Password age=0.

There was nothing to change. It didn't help.
