Users Start Menu

How do you get each user to use it's own "Start Menu"
folder (like in Win98) rather than all of them using
the "All Users".
XP sets up the users and their individual Start Menu
folders in Documents and Settings but it doesn't use them,
instead they all use the same one from "All Users".
So how do you get em to use there own?
