Using SBS 2000 Shared fax on Windows XP machine

I am having difficulties getting the SBS 2000 Shared Fax service
working on the Windows XP machines at one of our plants. The faxing
works fine if the user is given administrative rights on the server
but if the user has normal rights he/she is not able to send faxes
from his/her XP machine. The fax never seems to make it to the Shared
Fax Management Console. Any suggestions would be greatly appreciated.

NOTE: faxing works fine on Win 98/95 machines.
